The Malaysian Communications and Multimedia Commission (MCMC) announced that all user in Klang Valley can use MNP this September and October for the rest of the country if it all went smooth during trial period.
The MNP which was scheduled to be implemented in 2006 finally ready to be implement this year.There is no denying that certain players were not ready until recently for fear of losing subscribers in a MNP environment. They also took a while to cooperate because the implementation was complex, said the source.
Intro to MNP
MNP or Mobile Number Portability enable mobile phone user to keep/retain their mobile numbers after/when changing from one mobile network operator to another.
In easier word, if you are Maxis user 012-1234567 you can keep this number including it prefix when you change to Celcom as your new Network Operator. Simple as that.
So MNP is a solution for user to easily change his mobile network without hassle of changing his mobile number. MNP will make all Malaysian Mobile Telco in red alert as they have to make sure they service is tip top as customer is more flexible now.
Power to the People
I have been using Maxis, for the last 5 years. From prepaid to Post Paid. The reason why I stick with Maxis is simple, I don’t want to lose my friend or contact.By using MNP, maybe I can choose to find a new Telco etc.Digi or Celcom :).
With this MNP implemented, mobile operators would need to upgarde/enhance/diversify their services and package offering in order to retain their existing subscribers. I believe a lot of mobile user want to change their network Telco for a long time but have to postpone it due to its complexity and hassle.But with MNP, they can change anytime their like.
MNP impact will totally change mobile environment in Malaysia, where user are more independent and more control on their network. I believe Telco will really take care of their subsciber and will really afraid if their angry subscriber blog about their bad experience. As the effect will be chain reaction
The Porting Effect
As for now,MNP has been implemented in twenty two (22) countries across the globe. Including Australia, UK, US and including India. The porting charges,implementations and validation will be tested during this September trial period in Lembah Klang. The charges will be around RM 20 – RM 25 according to The Star. I am still not sure wether this payment is one time fee or per month.
The main concern is now the validation period, how long would it takes for the changing process to take effect. We were told that the process will take effect from 6 hours to one (1) week
It takes a minimum of 5 working days to port a number in the UK compared to 2 hours only in USA, as low as 20 minutes in the Republic of Ireland and even a remarkable 3 minutes in Australia. On 17 July 2007, Ofcom released its conclusions from the review of UK MNP and mandated reduction of porting time to 2 working days with effect from 1 April 2008. On 29 November 2007, Ofcom completed its consultation on further reduction to porting time to 2 hours along with recipient led porting and mandated that near-instant (no more than 2 hours) recipient led porting be implemented by no later than 1 September 2009.
The third party operator who will be responsible for this porting system is Talian Gerak Alih Sdn Bhd consist of Talian Gerak Alih Sdn Bhd, Unified Communications Sdn Bhd and Telcordia Technologies Inc.This MNP Clearing House will be a key figure for this MNP to be a success. User will look on to

Some might said Digi will be benefit with this new MNP environment since they will offer the lowest than Celcom and Maxis, but only time will tell. Hopefully, the average price will be reduce to 60% as in Hong Kong when 60% of their subscriber change their Telco.
